Why is there an incentive of $13,000 for hospitals to claim a covid-19 case and $39,000 if those patient are put on ventilators?

Right now Medicare is determining that if you have a COVID-19 admission to the hospital you get $13,000. If that COVID-19 patient goes on a ventilator you get $39,000, three times as much.

This nurse/whistleblower/hero worked for a public NY city hospital during the heart of the epidemic. She does not have the answer to the question posed in this post but her story is very eye-opening.

In Tennessee, hospitals receive $166,000 for every Covid patient.
