Creating hot keys for some Transport Controls...

I know that the Return button returns the Counter to 'zero,' the first beat of the first measure in the current Section.

Is there a hot key to do that ?

The manual seems to suggest that hitting z will do that( Return (z or Return) ) but it does not.

Can I create a hot key to do that ( for example using the number keypad by assigning the number 1 ) ?

I think the key command for that is option-z. Check out the hotkeys page for other key commands.
