velocity tool doesn't work note view

metro 6.22, powermac g4

In the Graphic Editor, Velocity tool doesn't work in note view. It does work in drums view.

Repro steps:

1. launch metro and make some notes in Graphic Editor
2. click the velocity tool
3. you can only drag a note (or selected notes), not change the velocity values

This works fine for me. I can easily use the velocity tool in note view and it works fine.

Thanks for the other bug reports I will be looking into them in the near future.
