Section Events don't shift

I added a repeat to an existing MIDI file, by:

- importing it in Metro SE
- copying the four bars to be repeated in the Tracks window
- then shifting the following part of song four bars behind (Options->Shift)
- and finally pasting the bars in the right place.

It worked, but a few Tempo meta-events did not shift and I have to correct these events manually using the Section Event Editor.

Is it a bug?

The section events (such as tempo) will only move if all tracks are selected and you use insert or delete time.
