When I import a MIDI 0 file, all the channels are grouped together into one track. Is there a way to select all notes for one MIDI channel, and make a new one track with only that one MIDI channel?

Yes. Use Expand by channel. This will put all channels on individual tracks. It is important to select the correct port of the track to expand so that you don't have to go back and change all the resultant tracks.

You could also use Extract Data (with the cut) option, to just extract a single channel of data.
