I was clicking different key combinations in the plugins window and did an option double click and this was sent to the effects window.

Are the controls meant to appear by doing this?
If so, if the knobs show no numbering, is the plugin at fault because it was normally doing the changes in its own graphic window and they didn't define standard knobs for control?

Yes. If you option initiate a plug-in, it opens in generic view. If the plug-in does not supply labels then that is what you get.
